March 11, 2019 Management has reached out to Labor and informed us that he will be adding a extra yard job the
LF24 job. Rest days will be Sat/Sun and reporting at East Wayne at 7PM. This job will have an Engineer and a Foreman assigned to this NEW ASSIGNMENT. If you are interested please change your bid cards accordingly for engineers you will see the job code as 003948, and Conductors place your bid as you normally would do as it is currently up for bidding under JOB BULLETIN screen.
March 07, 2019 Be aware that all supervisors are now equipped with a STOP WATCH either in their
pockets or hanging around their necks and when you report for duty they start
a stop watch on you to ensure your out of the office on your power, in cab, or headed
out to your assignment within 20 minutes or they will handle you with a charge of
"willful and purposely delaying a train"
March 01, 2019 I was informed that the month of March there will be a 30 day S.A.T. check on the Lake
Division. Management will be look for:
Safety equipment - safety vest, boots, gloves, ear plugs etc.
Attentive to duty - walked and not watching ahead of you for danger
(looking at switch list and walking)
Hand brakes for unattended equipment being left in tracks
C102's were and when needed.
Radio communications
Double checking by both engineer and conductors
Safety stops before coupling to cars left standing
Anything that they can say caused a delay of a train or assignment.
As in the past we are asking our members to be 100% rule complaince when
performing your duties. Don't be a number on a piece of paper as being
handled for a rule violation - names no longer matter your just a number.

As of Midnight tonight December 3rd, 2018 the new Multi-Level (Auto Rack) Speed Restriction went into effect. Please make sure you read Superintendents ODB Bulletin 24 Dated November 30, 2018. We have all read and understood the previous multi-level restrictions of the past. This bulletin changes the entire rule and makes it more restrictive than before. In a NUT SHELL here is how it reads:
SP-1 SPEED RESTRICTIONS -- CARS MAXIMUM SPEED
(a) 40 or more multi-level cars (empty or loaded) unless moving in a solid
multi-level train, or in a solid block on the rear of an intermodal train
or mixed freight train .................................................................................................. 25 MPH
Please review this Bulletin, ask questions if your not sure what this means before you
leave the terminal. Every District that works out of the Terminal handles
multi-level cars in their train either coming or going.
December 02, 2018 If you have not heard already we have a new VP and EVERYTHING is about to change as we know it.
The "Clean Sheet" program as you may have heard in recent days is a program or process in
which everything we do will be scrutinized like never before. Every aspect of our day to day operation and the things we do will be put under a microscope to see how things are done,
and where the nickles and pennies can be saved. Everything from Fuel, Overtime,
Departure times, Switching operations, I mean EVERYTHING.
They are reviewing video tapes, logs, scanners reports, call times anything that paints a picture
of wasted time, resources, and or manpower to see where the nickles or pennies can be
squeezed into a profit. The supervision has be given instructions to watch for crews showing
up not ready to work when the clock tics to your ON DUTY time.
I asked what that means, and I was told as of right now they want everyone out of the office and
on their power or in a cab within 30 minutes of their ON DUTY time or have a reason why.
Don't show up in tennis shoes and no boots, don't show up and sit down and eat.
LEGIT reasons would be train not here, or cab not available. If for some reason you
CAN NOT be out of the office within the 30 minute window you MUST contact a supervisor and explain why and or seek their help to get you where you need to be. Don't just sit there and
wait without telling anyone, put it in their hands for them to answer those questions
instead of you being asked. Check in with supervisors every 30 minutes and advise them
your still waiting for train or cab or whatever the reason your not out and gone within
the 30 minute window.
They will make an example out of someone to get their point across, so don't be that example.

Fort Wayne terminal, Mr. Horic has replaced him as the Huntington Road Foreman.

November 15, 2018 Post cards have been sent out to all Members in the #537 and the #106 for our 8th Annual
Christmas Party. There has been a tremendous amount of members that have
moved or changed addresses in the recent months. Remember not only is it a rule
violation to not update your address with the company (SGVR 906, and yes we have had
members charged with this violation) but also our local has to be notified also. We have
had several members NOT receive ballots and when we check its usually because we
were not notified the address change. If you have changed addresses in the past year or
two please sent your address to Mr. Barker our secretary/treasurer so he can make sure
his records are up to date.
November 14, 2018 Attendance is being scrutinized once again. There is a big push on attendance because of
being "Peek" season and the delaying of trains waiting for rested crews. Of course its
always "OUR FAULT" and not the fact that they mishandle crews at every turn. If you
are seen by a doctor for anything ask at that time for a NOTE, just in case.
November 13, 2018 This is an update to those that have been asking about time slips being denied, discipline,
Supervisor complaints etc. I have been trying to get a face to face sit down with our
New General Manager (superintendent) since he has arrived 3 months ago. He has not
been available or even in town since he moved into his officer. I have reached out to
him on several occasion only to be told hes not there or wont be there until next week.
I requested in writing a sit down and I finally was granted a "30 Minute" meeting on
November 26, 2018. Please text me if you have anything you wish brought up.
November 8, 2018 Union Phone still out of service and I am waiting until 1st of the year to renew or replace
broken phones as new officers will receive phones at this time.
November 2, 2018 Received notice about DP trains being ran on Chicago District soon -- brush up on your
DP rules before you get one in the middle of the night and unsure how to proceed.

Lets start out with the good news, The Fostoria Supervision has expressed interest in starting an "Employee of the Month Club". Each Month starting with this November 2018 an employee working that District either in Road Service or in Yard Service will be recognized. This recognition will be at the monthly safety and service meeting held at the Fostoria yard office with some type of award (to be determined).
Now the rest of the story. Lets start out with the easy stuff first. There is going to be a big push to inspect all PPE (personal protective equipment) especially work foot wear. There has been an injury reported from slipping out of the stirrup of a car while riding that car, It was determined a worn out heel was the major contributing factor of this injury. With that being said, there will be a major push for safety.
Now the big ones that could be career ending for someone.
1. If your on duty over 11 hours you are going to be asked why?. Keep track of your time when your on duty, complaints from supervision are they watch crews show up, walk threw the door on duty or a couple minutes late and THEN change into their work boots, get dressed or eat before starting their assignment. There will be a Bulletin put out in the near future that will explain what is expected. The Bulletin will give the engineer 20 minutes to be out and on their engines (local and yard service) regardless of the conductor and his paperwork or RIT handling. Be on time, Be ready to work, Be prepared to work.
2. When a crew is on duty for over 12 hours, that crew will be questioned as the supervision will have to complete a report as to why. Keep track of your times like train meets, PTC problems, engine problems, cabs out of place or anything that caused any delay what ever it is. Be prepared for the questions and don't be part of the problem and don't be caught without a good answer.
3. Cameras are being installed in the Fostoria Yard office for these very reasons. Don't be caught on video wasting time at the beginning of your shift that may cause you to be blamed for being on overtime at the end of your shit.
4. If you have cab problems not being in place, where they are supposed to be or when they are supposed to be in place, report it to your immediate supervisor or yardmaster.
5. The engineers are being watched when on an overtime situation waiting for the conductor to tie up or complete paper work or RIT on local assignments. There have been instances when the engineer waits on overtime for 20-40 minutes making time and a half waiting for the conductor to complete paperwork or RIT. Have the conductor tie up the train, so that engineers can tie up and go home. The conductor can still compete his portion of the paperwork or RIT and then tie up when he is done.
6. This is the big one. Trains or Local assignments that are running way below the posted speed limit will be handled as a delay of train situation if there are no reasonable explanations found. This means if you are on a road assignment or a local assignment and your track speed is 50 mph and your power, train length, and tonnage permits you to run 50 mph and your running 30 mph, you are going to be questioned as to why and handled if your answer is not satisfactory. No one is saying if your on a 50 mph train you have to run 49 - 50 at all times. But lets be real, if you can run 50 mph and your running 30 or 35 mph it appears your dragging your feet trying to make overtime.
This comes down to money, and nothing else. Supervision is watching OT, Over Mileage, Cab Delays, etc. anything that might delay or cause you to be on overtime at the end of your shift. Don't be one caught without a valid explanation as to any delays you may have had during your tour of duty.
October 10, 2018 New Vacation Superintendents Bulletin #81 concerning NEW procedure on how to put in
for 2019 Vacation request. Please read it carefully as the new procedure is
completely different from how we did it in the past. The mainframe as in the
past is no longer acceptable. It will now be done on a PC platform.

September 10, 2018 TO ALL MEMBERS OPERATING ON PTC ACTIVE TERRITORY .....
We have had several of our members ENFORCED on PTC ACTIVE Territorys in the
past 6 weeks. They have handled our members for being ENFORCED while in the
learning stages of this new system. No one has been disciplined harsly.
I WAS NOTIFIED TONIGHT AFTER OUR RECENT INCIDENT THAT THE HIGHER UPS
ARE PUSHING FOR HARSHER PUNISHMENTS BECAUSE THE SAME MISTAKES ARE
HAPPENING SYSTEM WIDE WITH NO REGARD TO THE SERIOUSNESS OF BEING
ENFORCED. AS OF SEPTEMBER 10th 2018 AN ENFORCEMENT WILL BE HANDLED
ACCORDINGLY - WHATEVER THAT MEANS.
Review the PTC handouts and operate your trains accordingly. If you have any questions, seek the answers
from a supervisor BEFORE BEING ENFORCED !!!!!!
September 10, 2018 Elkhart Terminal Bullentin G6 Yard Bullentin is in effect that deals with how the Switch-tender and crews operate in the Elkhart yard. One of our members was just handled for not asking for a double check of the Switch-tender. This was not in effect when I received my qualifications nor was it ever mentioned. I have asked several other qualified members about this rule and they had never heard of it either. Road Manager Matt Yanek stated that this was an Elkhart bulletin recently put out and management are making sure this rule is followed to prevent mishaps from happening. It is my understanding that this was never a past practice that required a double check as mentioned in Item: 4 of the G6 Bulletin. Please review the bulletin and familiarize yourself's and put this double check in your routine when operating in the Elkhart Yard.

Item: 4) Double Checking Power Switches at Elkhart Terminal:
Before accepting a route or line-up from the Switch-tender in charge, Engineers or RCO Operators must ask for and receive a Double Check of the router or line-up from the Switch-tender.
Movement over power switches can only commenece once a double check is confirmed over the radio by the Switch-tender in charge. Switch-tenders are responsible for physically double-checking their intructions, is lined and locked for the desired movement before authorizing train movements.
August 27, 2018 There have been some confusion as to Operating Rule 1, Section (c) which refers to the "Clean
Cab" rule. Which reads "Employees located in the cab of the controlling locomotive must cease any communication unrelated to compliance with the Approach signal or operation of the train." There has been some confusion depending on who you ask as to the
meaning or exceptions to this rule. Some say Dispatchers are exempt, train-masters are
exempt. Recently several of our members were handled for violations to this rule,
which was met with 10 different versions all of them with exemptions. I wrote an email
to superintendent as to his interpretations and I received a reply. Per the General Manager
of the Lake Division Elswick "THERE ARE NO EXCEPTIONS TO THIS RULE" While your on
any type of approach signal the clean cab rule is in effect, no exceptions until the train
is brought to a complete stop. Pass this on to everyone that may not realize the no
Exception to this rule. IF ANYONE HAS ANY QUESTIONS OR PROBLEMS PLEASE REACH
OUT TO ANY SUPERVISOR OR UNION OFFICER WITH YOUR QUESTIONS OR CONCERNS.
August 25, 2018 To all crews please re read and familiarize yourself s with rule 216, Section (b) "The distance of the movement must be specified in 50 foot “car lengths” and the movement must stop in
one-half (1/2) the distance last received unless additional instructions are received" and
"within 5 car lengths of the coupling or stop, the person directing the move will call out distances in car lengths, as: • “five cars” • “four cars” • “three cars,” etc. After acknowledging “five cars,” the Engineer will not be required to further acknowledge countdown if so doing would interfere with safe operation. During this countdown, the Engineer will stop the move immediately after moving 1 car length unless receiving additional signals from the person directing the move"
WE HAVE HAD 6 CREWS HANDLED IN PAST 4 DAYS AND 3 OF THEM ARE OURS. PLEASE TAKE THE
TIME TO GET PERFORM THIS RULE TO THE LETTER. THIS PAST WEEK WE HAD A MISSHAPE AT GM AND THEY ARE OUT IN FULL FORCE HANDLING EVERYONE FOR VIOLATING THIS RULE -- DONT BE ONE OF THEM......
July 30, 2018 ATTENTION: ALL CHICAGO DISTRICT CREWS !!!
We have received notice that Dearborn Superintendents notice reissues Dated
01/08/18 Item 16 - Chicago Hotel which reads "All road crews are required to depart the hotel no later than 20 minutes on duty. Any delay longer than 20 minutes from on duty to departure from the hotel, AND EVERY 20 MINUTES until departure from the hotel is required to be immediately communicated to the Chicago Command Center.
Taxis may be used to stop one time in route to the yard or train - Food Stop is no more than 5 minutes off the designated route. THE STOP DOES NOT LAST LONGER THAN 5 MINUTES.
We are suggesting using the phone in method ahead of time to make your stop as
limited as possible, DON'T BE THAT CREW THAT IS MADE AN EXAMPLE OUT OF AND
CHARGED WITH "DELAYING A TRAIN" CHARGE..............................
PLEASE MAKE CONTACT EVERY 20 MINUTES THAT YOU ARE EN ROUTE AFTER YOUR
CALLED FOR DUTY. OR WAITING ON A CAB AT THE END OF YOUR TOUR OF DUTY.
July 25, 2018 Quarterly Local Chairmans Meeting with Road Manager J. Holmes in Muncie Indiana the following was discussed:
1. There will be a push from Managers to Check and Enforce Double Checking,
Radio procedures, Shove Movements, and Personal Protective Equipment use.
2. There is a new rule coming that requires all passengers to get out of any company
vehicle before driver makes any and all reverse movements. Look for it in
the near future.
3. When tying down a grain bulk commodity (grain train) OSS will be informed of time
and location of train being tied down.
4. Over mileage is being watched very closely. If you run the miles and claim the miles
comments explaining any and all additional mileage must be entered.
5. The MINI BANNER is a myth and is not real..........
July 13, 2018 Received complaints about how the Restaurant in the Chicago Dorm has been changed to
to a fast food style (McDonalds) self service restaurant. I emailed the head of
NS LODGING with a formal complaint according to the wishes of the complaints and
received a reply back this morning.
The NS Lodging DID NOT HAVE ANY KNOWLEDGE
of the recent change to the operation of the restaurant, and stated that NS has
INSTRUCTED the restaurant to do a 180 and return the restaurant as it was meant to
be ran. Time will tell if this is the truth, we will see.....
July 13, 2018 Received notice that as of 12:01 am July 15, 2018 the handling of Personal, and Permission
days off will be transferred back to the Local Field Supervision. Vacation Weeks, and
Single Day Vacations will still be handled as before, through the normal PWS system
as in the recent past.
July 13, 2018 I have received several phone calls this morning about disciplinary handlings.
I have a total of 9 hearings pending. 5 - Attendance cases,1 - 3 step violation,
1 - Brake stick violation, 1 - Rule Violation Derailment, 1 - Rule G. If you think
your not gonna be one to handled, think again. The Company is handling EVERYONE
for EVERYTHING no matter how minor the infraction. There is NO LONGER the
education when it comes to rule violations or the Start Program.
July 11, 2018 FYI - I have been notified that for the next couple of weeks there will be an all out signal log
blitz, Rule compliance, and Safety equipment blitz. EVERYONE'S attendance will be closely
scrutinized and anyone that that has 2 or more chargeable days
(4 or more) in a 60 Day period, or shows a pattern of marks off before rest days,
after rest days, before Vacations or after Vacations, or a week end pattern
WILL BE HANDLED IN THE NS 5 STEP ATTENDANCE POLICY !!!
Use this information as you see fit, once again we ask that you remain
100% rule compliant.
July 05, 2018 As all of you have already heard, Sako Horic the 3rd Vice Local Chairman has resigned his
position with the BLET and accepted a Road Foreman's position with Norfolk Southern.
Because of the resignation this created a vacancy and being in the year that we vote for committee members in November, We have the ability to APPOINT a temporary Vice Local Chairman until elections in 4 months.
Everyone has talked about it, everyone wants to run, everyone is running in November, but in reality NO ONE wants to loose the income, PPI bonuses or sacrafice time, and money to actually step up and do the jobs they are so critical of. All they offer is continued stance
on their opinions and soap boxes speache's full of opinions, solutions, and ideas but we all know its just talk. Everyone and you've heard all their names but NO ONE has stepped forward or even called about being considered for the vacant position, EXCEPT 1 person.
Armon Horic stepped up and wanted to be considered for the vacant position.
Since we will not solicit anyone for that position, the fact that Armon took it upon himself to
step forward and volunteer for the open position it was brought up In our July Union Meeting for discussion and opinions. Without any objections by the attending membership
Mr. Armon Horic was appointed as a temporary Vice Local Chairman filling the vacant
position. Please be patient with him and lets help him help us in this position as it can
overwhelming at times.
June 11, 2018 As all of you may have heard, one of our members was in a bad motorcycle accident a couple
of weeks ago. We have requested a hardship fund be set up for him and we
received confirmation this morning that it was approved and a Superintendents
Bulletin will be posted in the next day or two.
June 02, 2018 Heads up to all BLET members, We were just informed that there will be a PPE
(Personal Protective Equipment) with the focus on FOOTWEAR. Be advised
pass this one to your fellow T&E brothers.
April 20, 2018 There are handling everyone for everything, FYI been 10 members handled in past 14 days for
everything from C102B, not completing physicals in time, not reporting medications,
sick on call, missed calls, and signal logs. Take your time and do what is required, we are
once again asking for 100% rule compliance. If you follow the rules they pay you to
follow, they can't handle you and you will have a long career. If you in a hurry or don't
want to follow the rules they give you, lets just say you'll career is limited.!!!!
April 14, 2018 Be aware that tapes can and are being pulled from remote locations (laptops). Supervisors
no longer have to climb on an engine to pull tapes as in the past. They can do it from
the comfort of their home. Again your committee is asking that you operate 100%
by the rules. If your not sure, ask someone. Better to ask before your handled instead of
getting a hearing notice.
April 10, 2018 FYI, the carrier is coming down hard on Attendance. Remember BUMP time is being used to
Handle members as chargeable time.

Posted February 17, 2017 Received a notice from General Committee that they will no longer process ANY time
claims for further handling IF a R100 form is not included. Please be advised that
the R100 form is the member submitting the time claim responsibility to fill out, Please
include the form with your time claim when seeking further handling for payment.
It has always been a requirement to include the R100, we have let that slide the last
couple of years but with the General Committee is now requiring that form, we as the
local committee must comply. So remember if you have a time slip you wish to be

Posted February 15, 2018 General Committee sent a letter that changes the way Engineers take personal days and
the PPI bonus program. ON THE MAIN PAGE BOTTOM RIGHT BUTTON IS THE
LETTER AS WE RECEIVED IT. If your an engineer in the running for the PPI bonus
you should read and understand this letter as it will cost you your PPI bonus.
Posted January 29, 2018 Was just announced that the Engineers Bonus will be the full 10% as allowed by our contract
and will be paid out on February 9, 2018.
Posted January 25, 2018 FYI the 4th PPI Bonus is scheduled to be paid out on February 2nd and the 5th PPI Bonus is
Scheduled for February 7th to be paid out. As far as the Contract Bonus last figured
I heard was 110% Yearly bonus paid out. For you and I that would translate into a
full 10% Engineers Bonus payout. This Bonus usually is paid out the 2nd Monday
February as in the past.

TO MAKE SURE THE BLUE CARD IS CHECKED AND CORRECT !!!!!!! RECENTLY OUTBOUND
CREWS ARE COMING ACROSS BLUE CARDS THAT HAS BEEN OUT OF DATE FOR OVER A
MONTH, NO ONE HAS BEEN HANDLED AS OF YET, BUT WE HAVE BEEN WARNED THAT
OUR CREWS WILL BE HANDLED SEVERELY BECAUSE OF BEING A FRA VIOLATION.

approved prior to being called. BE AWARE that any and all delays that happens
will be questioned and have to be explained by crews, dispatcher, and
supervisors. We have been advised that crews WILL BE REMOVED FROM
SERVICE FOR WILLFULLY DELAYING HIS TRAIN. Crews are subject to dissmisal
